I followed the link and tried to create a test account using the mmc application but this wasn't possible using widows 7 mmc app wouldn't let it load the snap-in. I went to control panel and ceated a pdofessional user with administrator privileges using the create new account facility.

I logged of my account and ran the test account. All the applications loaded and started without going through the configuration process. I logged off the test account and ran my normal one again applications ran without the configuration process running again. I restarted the computer as this normally initiated a re-run of the config program when i try to start them but amazingly NO. So current state is fixed but with a test account created.
